The new digital traffic challan system, which relies on video evidence, is being implemented in Rawalpindi for the first time in the city to enhance traffic law enforcement and boost transparency.

New system, which has been named as “One App/Evidence Based Challaning”, will enable the traffic authorities to give challans based on the video evidence of the traffic violations. All video footage of traffic violations will be kept and is subject to later verification, which will increase accountability and prevent issues with fines, officials said.

Authorities say the digital system has been implemented to modernize traffic management and enhance the efficiency of traffic law enforcement that will be carried out throughout the city.

With the new system, officials will also have the ability to conduct “on-the-spot” verification of key documents. This includes:

    • Computerized National Identity Cards (CNICs)
    • Driving licences
    • FIR-related records
    • Vehicle ownership details
    • Vehicle fitness certificates
    • Route permits

This will be provided via the integrated digital platform, allowing traffic officials to access and verify the information without delay and more accurately.

The digital enforcement system will not just be used for traffic fines, authorities further stated. The platform will also be used to register digital actions to fight encroachments and environmental violations in various areas of the city.

They hope this will assist in improving transparency of law enforcement operations and citizens’ compliance with traffic laws.

This evidence-based challaning system marks the trend of digital governance and smart city solutions in Pakistan’s major cities.
