WAPDA has now made formal clarification of Multiple Electricity Meters Policy which have been long awaited by electricity consumers throughout Pakistan. Over the years, the households, particularly the joint families and rented residential units have experienced confusion, billing disputes and unfair charges as a result of the common meter. The new policy has now approved the clause that two or more electricity meters could be fitted in a particular household but that certain conditions had to be satisfied.

This is very crucial to the landlords, tenants, multi-family houses, and homeowners renting some of their property. This is what the policy entails, who is eligible and how to become eligible.

Multiple Electricity Meters Policy: Official Overview

In the clarification of WAPDA, there are several electricity meters that are allowed in residential premises across the country. The approval however lies in the subdivision of the house to individual living units.

    Key Highlights

    • Authority: WAPDA
    • Policy Status: Allowed with conditions
    • Property Type: Residential only
    • Number of Meters: Two or more
    • Purpose: Transparent and fair billing
    • Verification: Physical inspection mandatory

The objective is to remove billing disputes and initiate a more just, unit-based utilization plan in families that live jointly.

    Conditions for Meter Installation

WAPDA has presented certain requirements. It is not any house, property must be used as separate living units.

    Mandatory Requirements

    • Separate entrance for each portion
    • Independent kitchen in each unit
    • Separate internal wiring
    • Clearly defined living spaces

The conditions provide a measurement of the correct consumption and billing of every dwelling.

    Who Benefits the Most?

The demystified Multiple Electricity Meters Policy will be of great benefit to thousands of families in the country.

    Major Beneficiaries

    • Joint families living together
    • Landlords and tenants sharing utilities
    • Homeowners renting upper/lower portions
    • Families facing frequent billing disputes

Separate meters are installed to provide demarcated and independent billing to minimize financial misunderstandings and conflicts.

    Required Documents for Application

To their local DISCO (LESCO, MEPCO, IESCO, GEPCO, KE, etc.), the applicants have to provide the following documents:

    Required Documents

    • Valid CNIC
    • Proof of ownership (registry, allotment letter) or tenancy agreement
    • Sworn affidavit confirming independent living arrangements
    • Application form approved by the DISCO

Permission will be granted to the DISCO team after submission as it will physically inspect the site.

Smart Meter Price Reduction: Additional Relief

Beside the Multiple Meters Policy, the federal government has also proclaimed a great reduction in the price of smart meters, which will provide the consumers with the additional relief.

    Updated Smart Meter Prices

    • Three-Phase Meter: Reduced from Rs45,000 to ~Rs25,000
    • Single-Phase Meter: Reduced by approx. Rs7,000
    • Overall Reduction: Up to 40% (excluding taxes)

Federal Minister Power Awais Ahmed Khan Leghari said that the process of procurement was made transparent and this made DISCOs cost reductions.

    Why This Policy Matters

According to the new policy, the fight against modernizing the electricity sector has been given more momentum in Pakistan.

    Key Benefits

    • Ensures fair, separate billing
    • Reduces consumer complaints
    • Discourages illegal meter setups
    • Supports smart and digital metering
    • Helps households manage electricity expenses

    What Consumers Should Do Next

WAPDA urges citizens to follow only official, legal procedures.

    Actionable Steps

    • Verify eligibility based on house layout
    • Visit the nearest DISCO office
    • Prepare all documents
    • Avoid agents or third parties
    • Wait for the official inspection and approval

The process will be properly completed and will help in the easy approval under the Multiple Electricity Meters Policy.

The explanation of the Multiple Electricity Meters Policy by WAPDA is one significant milestone toward fairness, transparency, and convenience to the consumers. The government plans to install several meters in qualified residential buildings and lower the cost of smart meters to address old conflict areas and enable households to have greater control over their electricity usage. Assuming that your house is fit, you can be saving in the long term and having a clear understanding and calmness by applying via the official channels.
